FOR RESIDENTS
In accordance with ordinance 24-20A residents may signup for the no-solicitation registry.
There are a couple of important reminders for residents:
- Only one member per household needs to fill out the form to have the property's address added to the list.
- There ARE exemptions to the no-solicitation registry. Meaning, certain entities are still able to knock on your door under first amendment protections, these entities include:
- Officers or employees of the Town, county, state, or federal government when conducting official business.
- Any person, firm or corporation delivering goods or performing services which have been previously ordered by the person owning, leasing, or occupying the property where such deliver is made.
- Charitable, religious, or nonprofit organizations or corporations (think... Girl Scout Cookies!)
- Representatives of political organizations and political candidates
- Activities and arrangement having prior consent of the occupant are exempt.
- Additionally, the Town is in the process of purchasing vinyl window stickers for residents who signup for the no-solicitation registry and wish to have them. They are optional. Once those stickers are delivered, the Town will send out a notice via email to everyone who filled out the form and let them know that they are available for pickup at Town Hall.
FOR BUSINESSES
In accordance with ordinance 24-20A all businesses conducting door-to-door solicitation in the Town of Cumberland must complete the online application for a permit. The ordinance and the online portal will walk businesses through the information that is required.
Once a permit is received, it is the responsibility of the business, to provide all individuals conducting door-to-door sales with the no-solicitation registry list. This list is updated in real time as people register. This is to ensure that the individual does not attempt to conduct business at the properties listed.
Every individual to whom a license has been issued shall comply with the following rules of conduct:
- He or she shall carry his license at all times.
- He or she shall not permit any other person to possess said license and shall immediately report its loss to the Police Department.
- He or she shall not cause or permit the license to be altered or defaced
- He or she shall not enter or attempt to enter any dwelling house without invitation or permission of the occupant and shall immediately leave any premises upon request
- He or she shall always carry a valid government-issued photo identification
- He or she hall not sell any product or type of product not mention in his or her application and license.
