Commitment to Customers
The Cumberland Water Department is committed to delivering high-quality potable water and fire protection to our customers. Our customers are serviced through the operation of six groundwater wells, two wholesale connections, five pumping stations, five water storage tanks, and 140 miles of distribution mains.
The Water Department operates as an enterprise fund within the Town, servicing roughly 23,000 people north of Marshall Avenue.
6-Month Billing Information
Dear Valued Customer,
About this current water bill, you will notice that instead of your quarterly (3 month) water bill, this bill is for 6 months. The reason is that in 2024 you only received 3 water bills. We are doing this as a catch-up bill. You are still only paying for water consumption and the additional charges broken down equal your regular billing amounts.
We do understand that this bill is higher than your normal 3-month bill, so we did take that into consideration and doubled our tiered billing to avoid customers going into 2nd and 3rd tiers unnecessarily.
We are also extending our due date from 30 days to 60 days due to the double billing.
The next billing cycle is due to mail in July will be a regular 3-month bill.

Hydrant Flushing
The Cumberland Water Department has begun its hydrant flushing program. This is an annual maintenance procedure to remove the bulk of the accumulated sediments in the system’s water mains.
AREA 1 (APRIL 14, 2025 TO APRIL 24, 2025)
- DIAMOND HILL AREA: SOUTH OF INTERSTATE 295 ON DIAMOND HILL ROAD, INCLUDING ALL PLATS AND SIDE STREETS
AREA 2 (APRIL 28, 2025 TO MAY 16, 2025)
- ARNOLD MILLS AREA: NORTH OF INTERSTATE 295 ON DIAMOND HILL ROAD, ABBOTT VALLEY RUN ROAD AND NATE WHIPPLE HIGHWAY, INCLUDING ALL PLATS AND SIDE STREETS.
AREA 3 (MAY 19, 2025 TO MAY 30, 2025)
- BERKELEY/ASHTON AREA: SOUTH OF INTERSTATE 295 ON MENDON ROAD FROM MARSHALL AVENUE NORTH TO INTERSTATE 295, INCLUDING ALL PLATS AND SIDE STREETS. ALSO, ANGELL ROAD, INCLUDING ALL PLATS AND SIDE STREETS.
AREA 4 (JUNE 2, 2025 TO JUNE 20, 2025)
- CUMBERLAND HILL AREA: NORTH OF INTERSTATE 295 ON MENDON ROAD AND ALL PLATS AND SIDE STREETS.
OUR CUSTOMERS MAY EXPERIENCE SOME DISCOLORED WATER, AS WELL AS LOWER THAN NORMAL PRESSURE. IF YOU EXPERIENCE DISCOLORED WATER, RUN COLD WATER AT THE TAP LOWEST IN ELEVATION IN YOUR HOME FOR A SHORT TIME TO CLEAR LINES. WE APOLOGIZE FOR ANY INCONVENIENCE THIS MAY CAUSE. PLEASE MARK YOUR CALENDAR FOR THE DATES WE WILL BE FLUSHING IN YOUR AREA.

Private Well Water Testing
Instructions will be provided with the sample kits.. The Cumberland Water Department will transport samples to the lab for testing and the cost, to be paid by the resident, is $136 which covers the standard administrative and technical fees.
The Town of Cumberland will be offering this service the last week of each month. Customers will be able to pick up sample kits Monday through Friday, anytime between 7:00 & 3:00 pm at the Water Department Administrative Office on Nate Whipple Highway. Samples should be returned to the Water Department on either the last Tuesday (7:00 am to 3:00 pm) or Wednesday (7:00 am to 12:00 pm) of the month.
Total coliform (wrapped sterile bottle), Lead & Metal Prep (1,000 ml bottle), Nitrate/Nitrite (250 ml bottle)
The samples should be collected from any faucet that is normally used during the day. The faucet must be equipped with separate hot and cold handles and must not be dripping. This assures hot water will not contaminate the sample.
Total Coliform - Wrapped sterile bottle
Carefully remove the aerator from the tap. Wipe the tap down with the provided alcohol wipes.
Turn the cold water on at a flow that is not causing any splashing.
Let the water run for a minimum of 5 minutes.
Reduce the flow coming from the faucet to a stream the size of a pencil.
Let the water run 1 minute more while you label the sample bottles.
Carefully remove the wrapper from the sterile bottle.
Carefully remove the cover and fill the bottle. Leave a 1⁄4 “ air space. Be careful not to overflow the bottle. Replace the cap.
Continue the stream without adjusting. Lead & Metal Prep - 1,000 ml Bottle
Fill the bottle to the shoulder and replace the cap.
Nitrate/ Nitrite - 250 ml bottle
Fill the bottle to the shoulder and replace the cap.
Place all samples in a cooler with ice and delivered to the Water Department.
Samples have to be analyzed within 24 hours. Do not fill bottles until you can deliver them to the Water Department.
